In Shutdown Stunt Trump Brags He Just Told Pelosi and Schumer ‘Bye-Bye’ After They Refused to Agree to Wall

Trump Apparently Paving the Way to Declare a National Emergency
President Donald Trump is playing games, and lives are literally at risk.
Moments after meeting with Speaker of the House Nancy Pelosi and Senate Democratic Leader Chuck Schumer, Trump bragged that he essentially kicked them out of the Situation Room when they wouldn’t agree to his demand for a wall.
“Just left a meeting with Chuck and Nancy, a total waste of time,” Trump tweeted. “I asked what is going to happen in 30 days if I quickly open things up, are you going to approve Border Security which includes a Wall or Steel Barrier? Nancy said, NO. I said bye-bye, nothing else works!”
Hours earlier the President was asked under what terms he would declare a national emergency to build his wall.
Trump: “I have the absolute right to do national emergency if I want.”
Question: What determines if you declare it a national emergency?

Trump will visit the border Thursday.
Many believe at that point or by the end of the week he will declare a national emergency to try to build his wall, and effort that will wind up in the courts, but could reopen the government while allowing him and Republicans to save face.
Here are Speaker Pelosi and Leader Schumer moments before Trump posted his tweet:

Will he declare a national emergency?
CNN’s Jim Acosta on Tuesday:
Trump has been reaching out to friends and advisers to ask about national emergency declaration at the border. Several of those folks have told Trump it “probably won’t work” from a legal standpoint, I’m told. He is receiving advice that he should do it anyway to please his base.
