Based on recent events, the news means that some Senate Democrats have opted to accept Senate Majority Leader Mitch McConnell’s promise to allow a bill to fix DACA to come to the floor. Democrats have steadfastly insisted any end to the shutdown include legislation to fix DACA, which President Trump ended last year.
The House would also have to pass the bill and President Trump would still have to sign it.

UPDATE:
Vox’s Dara Lind urges caution:
Please note: any reports saying McConnell promised to hold a vote on “the DREAM Act” are wrong. His spox says: “Fair amendment process—not a vote on one specific bill.”
