Contrary to what Attorney General William Barr told reporters earlier Thursday morning, Special Counsel Robert Mueller took into account DOJ policy against prosecuting a sitting president.
He also made clear it is up to Congress to decide on Trump’s fate:
“We concluded that Congress has authority to prohibit a president’s corrupt use of his authority in order to protect the integrity of the administration of justice,” the report says, according to Bloomberg.
