North Korean dictator Kim Jong-un in a rare speech has just said President Donald Trump is mentally “deranged,” and called Trump’s remarks to the United Nations General Assembly on Tuesday (photo) a war declaration. Kim also promised the U.S. president would “pay dearly” for his threats, according to North Korea’s state news agency.

NBC News obtained a copy of the remarks, which are extremely colorful.

Trump on Tuesday at the UN called Kim “Rocket Man” and threatened to “totally destroy” North Korea.

The North Korean leader says, “far from making remarks of any persuasive power that can be viewed as helpful to defusing tension, he made unprecedented rude nonsense one has never heard from any of his predecessors.”

“A frightened dog barks louder,” Kim says in the report.

“I’d like to advise Trump to exercise prudence in selecting words and to be considerate of whom he speaks to when making a speech in front of the world.”

Kim also calls Trump a “rogue and a gangster fond of playing with fire.”

He accuses President Trump of making “the most ferocious declaration of a war in history,” and says he will consider countermeasures.

“I will surely and definitely tame the mentally deranged U.S. dotard with fire,” Kim concludes.
