Breaking: McCrory Signs HB17, Law to Dramatically Reduce Number of Appointees Successor Can Have

Also Mandates State Senate Approve Governor’s Cabinet

Outgoing Governor pat McCrory has just signed HB17, a highly controversial law that will dramatically reduce the number of appointees his Democratic successor can make and require the incoming governor to have all of his cabinet nominees approved by the Republican majority state senate.

McCrory has the right to make up to 1500 political appointments but that number will be reduced to 425 for the incoming governor, Roy Cooper, a Democrat. In explaining the reason for reducing the number of people the governor can hire by about two-thirds GOP Senate leader Phil Berger explained in a Facebook note that when McCrory was elected the state was in a severe budget crisis, but now that there is, he says, a budget surplus it’s time to cut back the number of people working in the executive branch.
