President Barack Obama at noon will announce the United States will restore full diplomatic relations with Cuba, an island nation of 11 million people.

In a surprise move, the Obama administration has been quietly working to release an American prisoner in Cuba, Alan Gross, and the President at noon today will announce the U.S. is restoring full diplomatic relations with Cuba.

President Barack Obama at noon will announce the United States is moving to restore full diplomatic relations with Cuba, an island nation of 11 million people.

Cuba is just 93 miles from the U.S. border. Its 11.2 million people produce a GDP of $212 billion.

Cuban President Raul Castro is making an address to his people at the same time.
