Ugandan President Asks: ‘Do We Kill’ ‘Abnormal’ Homosexuals?

President blames homosexuality on “random breeding,” “sexual starvation,” and financial distress, says being gay can be cured, but supports life in prison for gay people

 

The President of Uganda has not blocked his country’s internationally condemned “Kill the Gays” bill, but delayed it on procedural grounds.

And President Yoweri Museveni made his position quite clear, asking what should be done with gay people, whom he labeled “abnormal.”

“The President said a homosexual is somebody who is abnormal because the normal person was created to be attracted to the opposite sex in order to procreate and perpetuate the human race. He said, nature goes wrong in a minority of cases,” Uganda’s Daily Monitor reports today.

“The question at the core of the debate of homosexuality is; what do we do with an abnormal person?,” Museveni asked. “Do we kill him/her? Do we imprison him/her? Or we do contain him/her?”

“You cannot call an abnormality an alternative orientation,” Museveni continued. “It could be that the Western societies, on account of random breeding, have generated many abnormal people.”

Clearly, Museveni sees homosexuality as a genetic abnormality, but there is no legislation in Uganda to kill or jail people with other genetic disorders.

But Museveni also wrote that people become gay for “mercenary” or financial reasons, or, in the case of some lesbians, “sexual starvation,” for failing to marry may be the cause.

So, on the one hand, the President of Uganda says gays are, essentially, born that way, but on the other hand, people become gay for money or for not having enough sex.

Either way, Museveni sees life in prison as a reasonable way of dealing with homosexuality.

The Monitor reports President Museveni “said he would support a life sentence for one who lures normal youth into ‘these disgusting behaviours’ – especially homosexuality.” But adds, “the President said homosexuality is an abnormal condition that can be cured.”

Apparently, gay people are also an opportunity for Museveni to advance his economic agenda.

The President said the rescue for homosexuals is first and foremost, economic, focusing on rapidly industrialised Uganda, modernisation of agriculture etc. By delaying government projects needed to create jobs for the unemployed youth, the President said the MPs are exposing the unemployed youth or “impecunious students” to the risks of homosexuality and other temptations.

Last month, the Speaker of Parliament, Rebecca Kadaga — without warning, debate, or even the required quorum — passed the infamous “Kill the Gays” bill, reportedly without the death penalty provision.

In a scathing eight-page letter, President Museveni accused the Speaker and Members of Parliament of “repeatedly” breaking the Constitution and the law.

“Some elements, however, insisted and even without quorum of Parliament, passed it,” Museveni wrote. “How can you pass law without the quorum of Parliament after it has been pointed out? What sort of Parliament is this? How can Parliament be the one to break the Constitution and the Law repeatedly?”
