Uganda: Parliament On Holiday, Returns Next Year For Kill The Gays Bill

The Parliament of Uganda is about to go on Christmas holiday, returning in February, and the Kill The Gays bill is slated to be taken up then. The Parliament has a daily business list, called the “order paper” which shows what legislation is to be considered and in what order. The Kill The Gays bill was number one on that list, but superseded by an important and contentious oil and gas bill. Remarkably, the Kill The Gays bill, known also as the Anti-Homosexuality bill, has dropped in importance to number seven.

Perhaps Speaker Rebecca Kadaga will now promise its passage to her people as a Valentine’s Day gift.

Contrary to reports elsewhere, this Parliament is in session through 2016, so a break, just as in the U.S., does not mean all bill have to start from scratch when they return.

Speaker Kadaga, as The New Civil Rights Movement reported yesterday, met the Pope in the Vatican, where be blessed her. She was leading a mission to attend the seventh Consultative Assembly of Parliamentarians for the International Criminal Court and the World Parliamentary Conference on Human Rights.

The irony continues to grow.
