Obama Creates Group On Intersection Of HIV/AIDS And Violence Against Women

Recognizing that “there are approximately 1.2 million people living with HIV/AIDS,
including more than 290,000 women,” and that the “domestic epidemic
disproportionately affects women of color, with African Americans
and Latinas constituting over 70 percent of new HIV cases in
women,” today, President Obama announced he has established a Working Group on the Intersection of HIV/AIDS, Violence Against Women and Girls, and Gender-related Health Disparities.

MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES

SUBJECT: Establishing a Working Group on the Intersection of
HIV/AIDS, Violence Against Women and Girls, and
Gender-related Health Disparities

Throughout our country, the spread of HIV/AIDS has had a
devastating impact on many communities. In the United States,
there are approximately 1.2 million people living with HIV/AIDS,
including more than 290,000 women. Women and girls now account
for 24 percent of all diagnoses of HIV infection among
United States adults and adolescents. The domestic epidemic
disproportionately affects women of color, with African Americans
and Latinas constituting over 70 percent of new HIV cases in
women. The spread of HIV/AIDS is, in and of itself, a primary
concern to my Administration. However, gender-based violence
and gender-related health disparities cannot be ignored when
addressing the domestic public health threat of HIV/AIDS.
HIV/AIDS programs often ignore the biological differences and
the social, economic, and cultural inequities that make women
and girls more vulnerable to HIV/AIDS. In our country, women
and girls are all too frequently victimized by domestic violence
and sexual assault, which can lead to greater risk for acquiring
this disease. Teenage girls and young women ages 16-24 face
the highest rates of dating violence and sexual assault.
In addition, challenges in accessing proper health care can
present obstacles to addressing HIV/AIDS. Gender-based violence
continues to be an underreported, common problem that, if
ignored, increases risks for HIV and may prevent women and
girls from seeking prevention, treatment, and health services.

My Administration is committed to improving efforts to understand
and address the intersection of HIV/AIDS, violence against women
and girls, and gender-related health disparities. To do so,
executive departments and agencies (agencies) must build on
their current work addressing the intersection of these issues by
improving data collection, research, intervention strategies, and
training. In order to develop a comprehensive Government-wide
approach to these issues that is data-driven, uses effective
prevention and care interventions, engages families and
communities, supports research and data collection, and mobilizes
both public and private sector resources, I direct the following:
Section 1. Working Group on the Intersection of HIV/AIDS,
Violence Against Women and Girls, and Gender-related Health
Disparities. There is established within the Executive Office
of the President a Working Group on the Intersection of HIV/AIDS,
Violence Against Women and Girls, and Gender-related Health
Disparities (Working Group), to be co-chaired by the White House
Advisor on Violence Against Women and the Director of the Office
of National AIDS Policy (Co-Chairs). Within 60 days of the date
of this memorandum, the Co-Chairs shall convene the first meeting
of the Working Group.
(a) In addition to the Co-Chairs, the Working Group shall
consist of representatives from:
(i) the Department of Justice;
(ii) the Department of the Interior;
(iii) the Department of Health and Human Services;
(iv) the Department of Education;
(v) the Department of Homeland Security;
(vi) the Department of Veterans Affairs;
(vii) the Department of Housing and Urban
Development; and
(viii) the Office of Management and Budget.
(b) The Working Group shall consult with the Presidential
Advisory Council on HIV/AIDS, as appropriate.
(c) The Department of State, the United States Agency for
International Development, and the President’s Emergency Plan
for AIDS Relief Gender Technical Working Group shall act in an
advisory capacity to the Working Group, providing information on
lessons learned and evidence-based best practices based on their
global experience addressing issues involving the intersection
between HIV/AIDS and violence against women.
Sec. 2. Mission and Functions of the Working Group. (a)
The Working Group shall coordinate agency efforts to address
issues involving the intersection of HIV/AIDS, violence against
women and girls, and gender-related health disparities. Such
efforts shall include, but not be limited to:
(i) increasing government and public awareness
of the need to address the intersection of HIV/AIDS,
violence against women and girls, and gender-related
health disparities, including sexual and reproductive
health and access to health care;
(ii) sharing best practices, including demonstration
projects and international work by agencies, as well
as successful gender-specific strategies aimed at
addressing risks that influence women’s and girls’
vulnerability to HIV infection and violence;
(iii) integrating sexual and reproductive health
services, gender-based violence services, and HIV/AIDS
services, where research demonstrates that doing so
will result in improved and sustained health outcomes;

(iv) emphasizing evidence-based prevention
activities that engage men and boys and highlight their
role in the prevention of violence against women and
HIV/AIDS infection;
(v) facilitating opportunities for partnerships
among diverse organizations from the violence against
women and girls, HIV/AIDS, and women’s health
communities to address the intersection of these
issues;
(vi) ensuring that the needs of vulnerable and
underserved groups are considered in any efforts to
address issues involving the intersection of HIV/AIDS,
violence against women and girls, and gender-related
health disparities;
(vii) promoting research to better understand the
intersection of the biological, behavioral, and social
sciences bases for the relationship between increased
HIV/AIDS risk, domestic violence, and gender-related
health disparities; and
(viii) prioritizing, as appropriate, the efforts
described in paragraphs (a)(i)-(vii) of this section
with respect to women and girls of color, who represent
the majority of females living with and at risk for HIV
infection in the United States.
(b) The Working Group shall annually provide the President
recommendations for updating the National HIV/AIDS Strategy.
In addition, the Working Group shall provide information on:
(i) coordinated actions taken by the Working Group
to meet its objectives and identify areas where the
Federal Government has achieved integration and
coordination in addressing the intersection of
HIV/AIDS, violence against women and girls, and
gender-related health disparities;
(ii) alternative means of making available
gender-sensitive health care for women and girls
through the integration of HIV/AIDS prevention and
care services with intimate partner violence prevention
and counseling as well as mental health and trauma
services;
(iii) specific, evidence-based goals for addressing
HIV among women, including HIV-related disparities
among women of color, to inform the National HIV/AIDS
Strategy Implementation Plan (for its biannual review);
(iv) research and data collection needs regarding
HIV/AIDS, violence against women and girls, and
gender-related health disparities to help develop more
comprehensive data and targeted research (disaggregated
by sex, gender, and gender identity, where
practicable); and
(v) existing partnerships and potential areas of
collaboration with other public or nongovernmental
actors, taking into consideration the types of
implementation or research objectives that other
public or nongovernmental actors may be particularly
well-situated to accomplish.
Sec. 3. Outreach. Consistent with the objectives of this
memorandum and applicable law, the Working Group, in addition
to regular meetings, shall conduct outreach with representatives
of private and nonprofit organizations, State, tribal, and local
government agencies, elected officials, and other interested
persons to assist the Working Group in developing a detailed
set of recommendations.
Sec. 4. General Provisions. (a) The heads of agencies
shall assist and provide information to the Working Group,
consistent with applicable law, as may be necessary to carry out
the functions of the Working Group. Each agency and office shall
bear its own expense for carrying out activities related to the
Working Group.
(b) Nothing in this memorandum shall be construed to impair
or otherwise affect:
(i) the authority granted by law to an executive
department, agency, or the head thereof; or
(ii) the functions of the Director of the Office
of Management and Budget relating to budgetary,
administrative, or legislative proposals.
(c) This memorandum shall be implemented consistent with
applicable law and subject to the availability of appropriations.
(d) This memorandum is not intended to, and does not,
create any right or benefit, substantive or procedural,
enforceable at law or in equity by any party against the
United States, its departments, agencies, or entities,
its officers, employees, or agents, or any other person.
(e) The Secretary of Health and Human Services is authorized and directed to publish this memorandum in the Federal Register.

‘Lied Through His Teeth’: Senator Warns RFK Jr. Undermining Vaccine Will ‘Kill’ Kids

U.S. Senator Chris Murphy (D-CT) is accusing Secretary of Health and Human Services Robert F. Kennedy Jr. of lying during his Senate testimony this week, and warning that the HHS chief’s efforts to destroy faith in the measles vaccine will lead to children dying.

“It’s not a small thing that Trump’s Cabinet thinks Congress and the American people are so dumb that they can tell brazen lies over and over. We can’t normalize this,” Senator Murphy urged.

“The way in which Trump and Trump’s cabinet lie through their teeth, unapologetically and brazenly, to Congress and the American people, is outrageous,” Murphy said in video (below) he posted online Friday. “And I really worry that we risk normalizing it by not calling it out when it happens.”

He called the exchange he had with RFK Jr. “maddening” and “heartbreaking,” and said the HHS Secretary “essentially says that he’s no longer recommending that families get the measles vaccine. That’s going to kill hundreds, if not thousands of kids in this country.”

Murphy then played a clip from Kennedy’s testimony (which NCRM covered earlier this week), and, he said, caught Kennedy in a lie.

“By the way,” Kennedy told Murphy, “I said at the [House] hearing this morning that I was recommending the measles vaccine,” and told him to “look at the transcript.”

“So guess what I did?” Murphy says. “I went and checked the House transcript. It’s hours of testimony. I and my staff watched all of it, and guess what? Nowhere, nowhere in that transcript does he say he recommends the measles vaccine.”

“He lied through his teeth, and he did it because all of these MAGA sycophants have gotten used to lying. Donald Trump does it all the time, so they think they can do it as well. But we can’t normalize this because you can’t run a country if your leaders are lying to you every single day,” the Connecticut Democrat warned.

“RFK Jr. doesn’t support the measles vaccine, and he shouldn’t pretend that he does. He undermines the vaccine on a daily basis and whether we like his conspiracy theory positions or not, he should just be honest with the American people. They should all be honest with the American people, and none of us should normalize or get used to this amount of lying.”

‘It Meant Assassination’: Trump Blasts ‘Dirty Cop’ Comey for ‘8647’

President Donald Trump is attacking the FBI Director he fired, Jim Comey, who is reportedly under investigation  over a photo of sea shells formed into the numbers 8647. Top Trump law enforcement and intelligence officials claim it is a call for the assassination of the 47th President, although “86” is generally understood to mean “reject” or “eject,” and, since the 1930s, in restaurant parlance, has meant a menu item is unavailable.

“He knew exactly what that meant,” President Trump told Fox News’ Bret Baier in an interview that will air Friday evening. “A child knows what that meant.”

“If you’re the FBI Director and you don’t know what that meant, that meant ‘assassination.’ And it says it loud and clear,” Trump alleged.

“Now, he wasn’t very competent, but he was competent enough to know what that meant, and he did it for a reason, and he was hit so hard because people like me, and they like what’s happening with our country. Our country’s become respected again,” the President claimed. “And he’s calling for the assassination of the president.”

Baier interjected, saying: “Obviously, he apologized and said he —”

“Well, he apologized because he was hit,” Trump also claimed. “Look, he’s a very bad —”

When asked what he wants to see happen to the former Director of the FBI, Trump said he did not want to weigh in, and would let his Attorney General handle it.

“I don’t want to take a position on it because that’s gonna be up to Pam [Bondi] and all of the great people, but I will say this. I think it’s a terrible thing. And when you add his history to that, if he had a clean history, he doesn’t.”

“He’s a dirty cop. He’s a dirty cop. And if he had a clean history, I could understand if there was a leniency. But I’m going to let them make that decision.”

Trump Director of National Intelligence Tulsi Gabbard told Fox News on Thursday night she thinks Comey should go to prison for posting the “8647” photo.

Asked, “Do you believe Comey should be in jail?” Gabbard replied, “I do.”

“Any other person with the position of influence that he has,” she added, “people who take very seriously what what a guy of his stature, his experience, and what the propaganda media has built him up to be?”

“I’m very concerned for the president’s life. We’ve already seen assassination attempts,” she continued. “I’m very concerned for his life, and James Comey, in my view, should be held accountable and put behind bars for this.”

But others commenting via social media were quick to point to a number of “86” posts apparently made by right wing influencers and even a former member of Congress, as well as T-shirts for sale during the Biden years.

‘Mad King’: Trump Teases ‘Fourth’ Term to U.S. Troops Overseas

During a rally-style appearance before uniformed U.S. troops in Qatar on Thursday, President Donald Trump—serving as their Commander-in-Chief—floated the idea of a “fourth” term and falsely claimed victory in the 2020 election he lost. The appearance drew swift criticism for blurring the line between military service and political theater.

“As you know, we won three elections, okay?” Trump told the largely silent troops (video below). “And some people want us to do a fourth. I don’t know—I’ll have to think about that.”

“You saw the new, the new hat. The hottest hat is, it says, ‘Trump 2028: We’re driving the left crazy.'”

“When you see that. We didn’t need that hat, but, uh, it was it’s been an amazing period of time,” he concluded.

Noting that Trump was speaking “at the largest U.S. military installation in the Middle East,” CNN reported that the President “thanked the U.S. troops for political support.”

“There’s – nobody been stronger than the military in terms of backing us, nobody,” Trump said. “So, I just want to thank you all very much. Great honor. Thank you very much.”

CBS News national security coordinating producer Jim LaPorta, who has reported extensively on the military, wrote: “If this was a rally, the president’s remarks would be fine. But in front of service members who are expected to be apolitical, many Defense Department officials would find these remarks inappropriate.”

The Bulwark’s Sam Stein observed: “Treating the troops like they’re at a campaign rally and sowing doubt about the past and future of American elections — all in one soundbite.”

Democratic pollster and strategist Luke Martin called it “especially jarring to see Trump flirting with blowing a hole in the Constitution in front of an entire crowd of people who literally swore an oath to protect it with their life.”

Independent journalist Mike Rothschild noted: “Making a statement like this in front of active duty troops would have generated months of scandal, hearings, and resignations in years gone by. Now it’s just another Thursday with the Mad King.”
